    Why don't you create your own YT account and get it SEO'd. Do backlinks and ping. If you want to link then you need to contact the YT account owner and depending on views they may charge a few bucks or thousands. As for having someone to add your link on a low budget may seem hard to do with a third party involved. Of course we need to know your niche first.
