    Read the tittle,he is buying Paypal(not providing any service),so i dont think this is a wrong section to post,moreover u can also consider this as an e-currency trade,again fits in this section.

    Whatever it is. Still its wrong section.

    Money exchanges are not counted in buy or sell and counted as service instead and thus, service is BEST section for it.

    I agree with ur statement dat Money exchanges are not counted as buy or sell,but u can count this as an trade of e-currencies,which is what OP want and hence posted in Buy, Sell or Trade section.
