just make a facebook account and invite many friends and build a fan page.

 

Like C.arbuis said, create a Facebook page or use your own since you already have friends on there, or do BOTH, The More the merrier.

 

Or go to political forums and start a debate or something on the subject, making sure to gear the conversation to make them want to vote on the matter and post the link.

 

Could just hack it and make your votes what you want them to be, or just use a proxy list and vote on them.
