I need someone to program and design a deskbar and toolbar installer that can force a homepage, 404 pages, etc. I must also be able to update the toolbar and deskbar remotely. I also need a gateway script that will only allow people who have downloaded the toolbar/deskbar software to enter a page. So to break it down I need a program that when installed would give the user a deskbar/toolbar/custom web configurations/and the ability to access restricted content. I will pay well if there is any reliable programmer who can do this for me. My budget is in the $3xxx-$4xxx range.
