    For link wheel services you will have to pay a lot to a SEO expert or a SEO company. If you have some knowledge of SEO you can your self do it. Try all the things you have listed in your first post. consistency is the key to the SEO success, once you stop paying to your SEO expert he will stop working for you and you will have to start all again from start
