You could check out on google for things such as best psd designs, best psd files, etc.
Since PSD is the common photoshop file system, you could check one of the many psd site and inspire from there.

Try "less is more" when beeing creative The point of banners is that they tell you everything in 3-6 seconds

 

What I normally do is find some good looking brushes and make a banner using those brushes..

So if you have lots of brushes, choose a set and just use them.. mess around and you'll eventually get an idea

 

Yes you can easily design a header in photoshop.
Just click on File>New ( Give the dimension i.e. height and width of header you want)
you can use any good images from web and paste it on header use different brush pattern to decorate it.
