The Adsense for Video program was cancelled almost a year ago. The only way to have Adsense with your YouTube videos is to be invited into the YouTube Partner Program. http://www.google.com/support/youtube/bin/answer.py?hl=en&answer=72851

As far as I can tell, you have to be getting a lot of views on your videos. Then someone at YouTube takes a look at it and decides whether it's appropriate for the partner program or not. http://www.google.com/support/youtube/bin/answer.py?hl=en&answer=72851 There's not much you can do other than make an original video (you can't use copyrighted music or images without getting permission first) that people want to watch. I have no idea which countries it's available in.
