It depends entirely on how many backlinks you've been adding and what PR they are. It also helps if your backlinks are actually indexed. When it doubt, use cache:backlinkpage in Google. PR also takes a while to recalculate.
Have you worked On page SEO because it very essential before off page seo. Optimize website's meta tags, verfify website from Google webmasters tool, create and submit sitemap, optimize robots.txt file.

Have you done on-page seo also? Because, content of the website is the most important aspect in the seo process. And also try to build backlinks from the quality sites like dmoz.org, technorati.com etc.
According to me if you increase your website PR, then first of all update your content and your content must be unique also information are easy to readable. Get quality incoming link from authority sites. Also do proper link building and do more and more off page optimization in proper way. Always use white hat seo techniques, it's really beneficial for your sites.

PR is all about dofollow backlink, your PR wouldnt improve if your backlinks are nofollow because nofollow backlink never pass the PR juice. if you want to focus on PR, you need dofollow backlink
