google updates is page rank after every 3-4 months. So you need to wait till the time next PR is done Further you need to make sure that your site is indexed and not in spam
Yeah, could be the Toolbar-Lag, or maybe the links you are building are just not good enough quality (directories, social bookmarking = doesn't sound like it).
If the site is new then I suggest you to start from scratch. Start with site analysis, know all the illnesses of your site and find the best solution for it. Conduct a comprehensive on-page optimization based on the pre-seo site analysis. After doing the on-page optimization, link building campaign is the next thing to do. Make your site popular and visible on the three major search engines. Social Bookmarking, Social Networking and Forum Posting are the three best seo avenue for me for a newly launch site.
We may know this already or you may not but If you're a new site just keep working on exchanging links with sites ONLY similar to yours. New sites benefit from link swaps. If it's a site about food, exchange links with anything related to that e.g. recipes, restaurants, catering etc. And don't try and look at your PR everyday you'll get a headache. Just focus on getting quailty backlinks and DON'T submit to link farms that have thousands of unrelated sites. That'll just lower your ranking.
Is google indexed your site? If yes then just concentrate on your search engine optimization google will rank you.
get more back links from websites similar to your website theme and try to put unique content on your website.

Getting your site ranked where you want it is by no means a quick process, in fact, quite the opposite. The best advice I can give you is to make sure your on page optimisation is up to scratch (make sure your page title, page footer, meta description & keywords tags, alt text behind images and headings all match up to your desired keywords) Also, (I know this is pretty basic) make sure your content is unique and rich with your desired keywords. After that it's pretty much a case of building backlinks from the best sites you can and waiting for Google's spider to see all of your links, then spider your site to reward you for it, so any changes in ranks can take months and it's not uncommon for it to take a year or two to achieve top ten rankings (that is, for very competitive search terms.)
i guess the problem is not about PR that many are advising here. it is about ranking in serp. keep building backlinks and add valuable contents to the site. it will take months, years to rank depending on the keyword you are targeting to rank for.
