SEO Services involves many hours of contributions, if your website has heavy competition I doubt that you can get results for $150.00, it does not make sense at all. Hard, consistent work is required on your part or paying someone to write the content, exchange the links, etc. etc. or working as a team to build on the strategy of getting higher ranks.
You didn't mention what keywords you want to rank for, but if they are competitive, $150 won't but you anything to rank you in the top ten. Some of the top SEO firms want a minimum of $5,000 per month. You would be better off reading DP and doing it yourself if you only have $150 to spend.

If you want to get under 10 results at Google, you have to spend few $1,000 or you can work on your SEO by yourselves and after few months you can make it, but it is not guaranteed.
what is your target keyword? and show your site. maybe it is not that competitive and you could probably get it done less than 150.
