    a) place a link to index in all headers : best credit rates : and remove the pic
    b) remove those horrible links and turn them seo friendly : /bestcreditrates/loweraprcards.php
    c) insert in all pages a text about each topic

    Make sure you put that in the ALT text of the header graphic.

    Get as many incoming links from good sites as you can with those keywords in the anchor text.
