I need references for this email service

I visited http://spamfreeadvertising.org looking for a way to send out my email campaign. Has anyone used this service before? By the looks of the site design It appears to be a scam and if it is, does anyone have and alternative for about the same prices?

Are there any reputable websites who don't require a pre-existing list? If I need a list I only have about 10 addresses!

 

If you only have 10 addresses, you can send them by your own ISP. Just send them in two batches.

Or, get GroupMail by Infacta.com.

 

I don't want to send email to the 10 addresses, I want to send email to thousands of people who currently have not purchased my product via some sort of web service although I do not have thousands of email addresses. Do services like this exist, and if so, where can I find them?

 

Also, I have a budget for this of about $100 so what kind of results could I expect?
