Crownrahul requested a budget solution. A Celeron is obviously not the best but depending on his proxies' traffic, I don't see why this wouldn't work.
Obviously if you want to host 20 proxies with 1000 uniques a day each you'll need something powerful with more memory.
If his proxies are new he can always start on this server and then upgrade on one of our dual Opterons or even dual dual Opterons once he has the budget.
