your requirements seem way to large to put on a server that will actually handle your site. You need to up your price if you want reliability. I can assure you of this.. Shared is very much limited, a VPS will easily be a better choice for proxies then shared.
Totally true. You can't expect to host 20+ proxies on 500GB bandwidth with $10 a month. People usually get a VPS for this.
Given your requirements and the nature of the site, I would really suggest using a dedicated server. Your site is going to overwhelm any shared hosting environment. Even those giving away the farm here are going to kill the account once they see what it does to the server. If you are interested in a dedicated server as an option, let me know.
