You definitely need a dedicated server or VPS ( managed or unmanaged, if you know how to manage Linux ). Shared hosting is not good for forums. If you need europe location, you can check bacloud.com
What the hell are you talking about? The OP mentioned IPB 4. Do you realize that the entire infrastructure of IPB 4 cloud-based hosting is formed of shared hosting environments?
May I know in which location most of your audience comes from ? because it will be better to get a server in the same country as your visitors are coming from or near to it. So let us know which country will you consider as offshore.
By that I mean't from which country does maximum number of users come from on your website. For Example: If 75% of your visitors come from Taiwan then you should probably get a VPS/Dedicated Server in Taiwan.

People should realize that if you are paying a few dollars for shared hosting you are getting shorted on resources.
