I need my website designed, coded, looking for a good designer, i have low budget :(

I have got my domain and I m looking for making a professional website for my content writing services company. Thing is that I dont have quite good knowledge about designing and coding my website. I have some .psd templates, in hand that can give a professional look to my website, but still if someone can help me out buidling my website and giving it a good professional look to my website I would really be grateful.
I dont have very good budget, so i am looking for a cheap friendly web designer. My website is www.cwcprofessionals.com.
Basically I am looking for a good friend designer, who can listen to my needs and build my website accordingly.
