    Advertise in those forums... where grade 12 students go to when looking to enroll in a university.

    Advertise in the forums, if you live near one university post it up on thier bullitin board. (they are usually in the middle of campus, and everyone checks em out)
    Use myspace to target 17-18yo people.....

    You can use adsense, Myspace marketing, press release, advertise in related forums, target related keywords for seo, and also some offline advertisement.
    Try to get some word of mouth going..

    I would say all this would be a good start..

    You need to provide valuable "insider" information about the universities. If you're site is empty or you only have some basic info on the school...then you are offering no added value. Your value comes from user submissions (reviews) and information about a school that can only be obtained on your site. Build the site up and focus on one part of the globe first.
