Post a video from youtube is just a matter of copy and paste of the code provided from youtube. start build your site, give it a lot of content then you can subscribe to adsense/chitika/kontera/etc.

If you learn html and css first, you can even use notepad to build a great website. dreamweaver is great but ain't free, with the "free site builder" keywords on google I found http://www.weebly.com/ never tried it before but give it a shot
Depending on where you are hosting... For example GoDaddy.com - they along with many other web hosts offer free site builders to their hosting members.
