I need help with getting paypal payments.

I am from India, and I use a service called www.xoom.com.
They have low exchange rates, but hey! they do deliver.

 

can anyone help me with some advice please?

i'm from south africa and can't receive money via paypal.
its driving me crazy because i want to seriously start doing business online for services that i need to accept paypal for.

i'm in the process of applying for a US bank account via etrade. but the person i bought the application form from said that you need a US visa card to link your account to paypal, and to get a visa card you need to deposit $1000 into your e-trade account.

is this true?

problem is i don't have $1000 to deposit
anyone know of someone that linked their account and received paypal payments without the $1000?

your advice would be greatly appreciated!

I have the same problem - I live in South Africa and can't receive payments through paypal, can only send money.
