Does the Google Webmaster Tool give all back links or just what number of backlinks Google has?

I have used the "link: site" in the search to get the number of back links google has, and go to yahoo site explore for yahoo backlink count. They are never the same by the way.

Also, isn't the point of "No Follow" setting is that the google spider does not follow the link and therefore does not create a back link?

    That's incorrect.

    http://en.wikipedia.org/wiki/Nofollow

They do follow the link, it's just not used in ranking. Although there's a lot of tests that IM'ers have done that prove otherwise. Many people now think that the best way to have an effective SEO campaign is to ignore the nofollow tags completely and just try to get a variety of backlinks, in order for them to appear more "natural".

There is NO TOOL that will show the total backlinks to a domain or webpage. Yahoo Site Explorer and Google Webmaster Tools will NEVER show all your backlinks, just a sample of them.

The reason the search engines don't share the entire data set is because they'd be handing over your SEO recipe to your competitors ;)

Very true; it's best to simply build backlinks with the thought process of "how would people normally link to my site"; maybe it would mentioned in a forum or as a comment, maybe as a link on a website; if all of your links are dofollow and they all have the same anchor text, of course your SEO campaign is going to suffer...
