    Well, thats the only way i know how to keep the domain PR. So if OP buys it, he must continue backlinking(most probably to high PR domains) in order to keep the PR.
    But yes, i am not sure if the domain will hold the PR forever such way.

    Backlinks look dodgy to me... They are all from parked domains.
