    I don't know of any directory list that keeps track of google cache dates. So you'll have to start with one of the various lists out there and then track the cache dates yourself.

    websitejudge.com , its the best directory i have ever come across. As soon as you are added, you can trace your domain in google/yahoo within a day!

    its hard to find those, and when you do its harder to get listed,,,,

    try DMOZ, and Yahoo Directory (if your site is non-commercial)

    you can submit your sites in Yahoo directory, Botw.org, avivadirectory.com etc.
