So I created some articles and a couple ebooks for a client of mine that I dealt with in the past. He has always paid me before without any problems. This time though he said that he didn't have money in his new PayPal account and asked if he could pay me later. I said yes. I did the articles and ebooks for him. It is 3 months later and he hasn't paid me at all and I can't get a hold of him. I don't have his PayPal info because he said he just made it and he never gave me the ID for it. Also, when this happened I lived in India and he was in America. Can I go to PayPal or something and get my money somehow???????
No. You gave him something for free. All you get from it is the lesson to be more of a businessman/woman next time - don't deliver until you see the money.
Even if you had his paypal, you wouldn't be able to recover any money. There is nothing you can really do to recover the money because suing him would cost far more than you would ever recover, and not living in the US, it isn't an option. If this person is using your content on a website, you could look into filing a DMCA with his host and the search engines to get the content taken down. It doesn't get you your money, but it would prevent him from benefiting from you work.

You say you are in India, and your "location" says "North America", this can be taken as a lie to get more customers...
He says "when this happened" he was in India. It happened 3 months ago. Entirely possible that he is in North America now but was not at the time.
You can track his ebook or site by doing a google search.. Send him an email threatening him that you will report to google stating copyright infringement or any bull you can come up with.
