1. I need a blog look like rachelrofe[dot]com what is linked with my main website.
2. I need a forum like 22philosophyforums[dot]com this also linked with my main website.

Please let me know, how much time you need to do these things accurately?
and how much you need as payment?

You are asking for two very big projects there, as well as the blog and forum there is the design aspect and the security, which would most likely be a 4 figure price tag for both the blog&forum. Why not use a system that is already out there and modify it to your liking?
