I need to create a website with these features:

-Visitors can register Automatically (without any approval from the admin)
-Visitors MUST upload ONE (only one) picture to complete the registration process
- Each member will have a PROFILE website with their picture, description, a Youtube video Embeded and a NUMERICAL rating system. Their profile must have a SHORT link (i.e.: www.mywebsite.com/member1)
- Visitors can visit MEMBERS profiles and RATE their profiles (without need of registration-Anyone can rate BUT with IP blocking for JUST ONE RATING per visitor)
-The homepage must rotate members like Featured Content and everytime visitors reload or reenter the page, must appear different members
-It must have a ADMIN panel where I can block, authorize, edit, content.
-The system MUST compare RATINGS and rank a TOP 5 Users.
