Buying I need a PHP + MYSQL programmer that can create a management sys. for me -look inside

    Hey guys,

    I'm looking for a programmer who an create a car leasing database for me.

    Here's what I need and what it should do

    1- first page login
    2- Able to edit clients inside the login
    3- Clients have scanned documents that admin can view
    4- Clients have car payments and rates on the car payments
    5- Admin can put in if client has paid car payments
    6- Admin able to change all clients such as
    a - scan + upload documents for each client
    b - edit clients payments and remaining payments
    c - put in interest rate for each client
    7- Login for about 3-5 administrators only and will log which administrators changed which files

    Please let me know if there is anyone that can do this. I am willing to pay $2 per hour as this will be an ongoing project.

    I can do this project for you. Also i have developed my own framework, this will have an easily understandable admin panel.
