You can get a virtual credit card, from a country such as the US or UK. Google it, although a reputable site is www.trucards.com
A visa card is a visa card everywhere. If you can shop with it internationally you can also create a paypal account. There is a possibility that your bank wouldn't allow online transaction without prior authorizing. You should contact them and ask for conditions for online usage of the card.

I don't really think a Visa is a Visa. I bought a prepaid visa card from bopo.com.au And when I go to add it into PayPal they didn't accept it. But I think that is something to do with bopo and not PayPal. Either way I lost my money for a card I dont even neeed
macau is not a supported country. there two way one can open a paypal account. 1)get an American Express Card, that is acceptable 2)get a China's international credit card issued by China Commerical bank However, you must have a house in China in order to do so.
