PHP and Web designer are 2 different professionals. PHP + Web designer in 1 guy will never be low cost. Anyway based on your post, all you are looking for is low cost and you really don't care about anything else. Good luck, you'll need it badly!

 

i dint understood y u all angry to me ... wht i mean is i need a work to do .. and am just a single person dont have huge budget and dont have any knowledge about php web designing .. so i ask like tht way ...

 

Ok, no offence, but it's better to do it yourself then. Low cost web designer / php can probably even worse that you over time If you don't have money - invest time! You can even sell services after that.

P.S. I would reccomend also using ready-made solutions (templates and scripts) in your case.

I couldn't agree more! I learned that mistake a few years back.
You will screw your self over with them "discount coders".

You will have bugs all over the place. (i know no script is 100% bug free, but trust me you will see what I mean). You will have problems with the security (you will usually find out about this when your site become known). When you higher a new coder to fix the problem, even he will end up abandoning the project due to how messy/poorly the site was scripted. You will end up spending more money then you could of in the first place.

"If you can't afford it, don't do it." I always keep that quote in my head these days.

what do you need done exactly? There are scripts out there that may be the one you need.Starting from scratch with a low budget is a disaster .
