    For paid, I'd say vBulletin and Invision Power Board, and for free, you can get phpBB 3 and IPB Free.

    Free: none - I do not like begging for tech support. If your site is ever hacked or crashes, that is exactly what you will be doing, begging in the support forum praying that someone answers your questions.

    But, if you must have a free forum, then look at phpbb.
