Your budget is way to low.. Not only do you require a medium high amount of bandwidth, but i assume that your forum also would eat resources like RAM and CPU..

If your site is so active, i'm sure you getting alot in ad revenue and donations. Use that to pay the bills. $10 a month won't get you anywhere.
