Unlimited everything! Don't you read these forums? Your budget isn't THAT bad for an introductory shared hosting plan with some companies. Be realistic about what you really need and can afford, and choose a company with a good track record rather than a "bargain" company that offers you everything but will invariably let you down. Most legitimate companies offer monthly billing, but many of these companies won't/can't deal with you because of your age. A company's Terms are a legal agreement, and at your age you can't sign/agree to legal terms and be forced to comply with them. Many companies would require your parent or guardian to agree to the terms and to be legally responsible for your actions while using that hosting service. To sign up on your own you're going to be pushed to the fringe of the hosting market where you will certainly find companies offering "unlimited" hosting, but you won't find any who can, or will, deliver it. Just make sure you keep backups of your files and any databases.

One tip to start with. Don't take just about anyone's advice. Start weeding out the knuckleheads here who are only trying to sell you their own hosting. Check their signature and see if it's the same "company" as they try to suggest you to in their post. If you buy a domain with Godaddy, you get a small hosting package for free included in the price. It's ad supported, so Godaddy will place a few ads over your webpage, but it's still a good enough start. A domain is about $8-$11 per year or you can even get an .info domain for $0.89 and still get the free hosting included. That will save you some money and you can get started without having to commit any flows of money or so. Don't get started on monthly contracts at your age, you should use money and enjoy them and life when you have it or possibly save it, but not promise it away in monthly contracts. Better for you to then save up a bit and purchase a 6 month plan pre-paid all upfront. Then it's easier for you to know how much money you have and don't have. There are also a lot of free hosts out there, try Googeling for free host or something. For blogs you can even start out with Google Blogger, totally free. So my tip would be to save your money and start out with one of the many, good, free services. That would give you time to learn without committing any money away while you're still learning.
