I need a horizontal header bar with close function

Where can I get something like this free?

 

Here is an easy way to add the banner/div & close button with javascript & css, http://virtualgeorge.info/Untitled-4.html

However, I am not sure how to adjust the content below so the header & other content moves down when the banner is visible & then slides back up to the top when the banner is closed like it does on the themeforest site in your example.

Maybe someone else can show us how to adjust content below the banner?
