PHPBB is a great free option, otherwise if you don't mind the small fee Vbulletin is great ;). I have used both extensively, and vbulletin has tons of helpful people on their forums that are willing to help with most issues etc. Also vbulletin.org has a ton of great mods, some free, some paid that are really useful.

Depend on your budget. If you can afford ,go with Vbulletin /IPB / Xenforo. For free SMF is best.

XenForo seems to be the top paid option. If you want a free forum platform, I suggest Simple Machines Forum (SMF) or Vanilla Forums. SMF has tons of mods, themes, and the administration panel and settings make sense. Very user friendly. Vanilla is great for a basic platform that you can build on to suit your needs. MyBB is another alternative. phpBB always gets recommended, but to be honest it is at the bottom of my list now after using other platforms.
