I need a Designer!

You must be excellent in flash since my website will be in flash.

Here is the work i want to get done.
1. Real Registration (paid) with paypal -my website is for ages 17+ is about dating and connecting
The registration cannot be altered and it should look nice. $1.00 for a lifetime membership.
This dollar is actually to determine you are not a 13-16 year old posing as a 18 year old.

3. Flash Coding

My last designer stopped replying to emails. Also it said his email is full.
he was doing the job for less than $120.00
