    What are your requirements? There are a lot of VPS hosts with plans under $2/month but usually they don't have enough RAM to run MySQL.

    If you need it for managing your VPS, or you plan on providing hosting to others. Note that with cPanel, you're going to pay around $15/mo. extra, and you'll also need at least 512mb of RAM on your VPS. I personally recommend 1GB minimum. You're not going to find those specs for $4/mo.
