The only Indian registrar that I know of, that I have used and somewhat trust is http://www.bigrock.com/ The only thing is .coms there are a little more than that, Maybe you can find a code around the web to get it closer.
I don't think anyone sells for Rs400 or less than this. But you can get it cheap by registering new for Rs99 at bigrock.in Then move to Godaddy using 99 cent coupon to save some bulks. Then next year move to another registrar. Then the next year move back to godaddy. This the only way for you to save some $.
We offer .com domains dor $9.79 USD, but this includes WHOIS protection already. What is the point of requesting a registrar from India? you need to pay in Rupees only?
Yes, I need to pay in rupees, because I have Indian paypal , so cant pay in dollars. owao..that seems quite cheap. and it comes with whois protection also ( I think domain privacy means whois protection, correct me if I am wrong) .but problem is I can only pay in rupees
Can you offer to do a job in the services section in exchange for someone buying you a domain name? Might be a problem at renewal. If you are planning to make a site to flip, you might sell it before renewal comes up?
I pay for domains in dollars from paypal. It does not matter, it converts automatically when you make the payment. Go for any registrar.
