I don't know database provider with content you need. I think you need contact car parts vendors, that can provide you their components lists (Excel, CSV, some DB) and you definitely need combine some database like you pointing above with this vendors lists (each repair can cost different price). For images you can contact car companies, they usually has some photos for PR.
when you say repair costs. Do you mean for the parts ? or labor ?? What country are you in ?? If you in America try buying a product called carMD as I think this does that exact process and might have the data you need
