You get what you pay for. Offering $10 for 1600 words isn't going to attract any professional writers. Most writers can crank out 400-800 words an hour. Even at full speed that's less than minimum wage, and if you want someone to actually research the topics and do a good job, this is easily a 6 hour+ job. Good luck.
