can make but it takes time to make 300 one way links if you want quality and relevancy both.but your outbound link condition is so less and difficult to find pr 4 home page links.i can provide home page 0-4 but all will be cached by Google.can see some site sample in pm.i have done many project on relevant websites. thanks
