    Use Wordpress for the required design. The site in the given link does not use any script but html and php.

    I use hotscripts .com to find scrupts, have a look and you should find what your looking for.

    Wordpress, Joomla - free and very good support. Also, there are "millions" of themes, plugins and anything you need to run a website.
