I like Apache but Microsoft 2008 Web Developer doesn't.

I really like Apache and had major problems with Windows based applications specially IIS until I switched to Apache. And with the help from forum members I was up and running in no time. I really feel comfortable with the Conf. files and my edits have been successful. But I was using FrontPage as a web developer and wanted to get more advanced so I downloaded the free Windows 2008 Web Developer Express Addition but am unable to compile images. The documentation from Windows claims I need to use SQL but with a lot of re-configuring for my XP-SP2. So I don’t want to go thru all of the hassles of trouble shooting and re-learning these applications that came with the Windows Web Developer 2008. Especially since my Apache works great and I like being able to change config files and manipulate the program the way I want, not how Microsoft wants. So what is a good Web Developer I can down load free or at a reasonable price that will work with Apache and Windows XP SP2? I am not a professional and just want to make web sites for my business that will allow me to use Java, or C ++, and other good programs. I want to be able to create web pages with spread sheet type formulas for giving online quotes. I want to create a forum for CNCSWISS Programming help guides among the cncswiss community. I want buyers to be able to post CAD and PDF component drawings so that the Machining community can bid on these orders without paying other companies outrageous prices for being the go between. Basically I want to set-up a free machining network system so Buyers and Suppliers can communicate without hiring service companies. So any help you can supply will help thousands of others too. Thank you, eel.
