I think its better to link from a mixture of PR sites (i.e. PR0, 1, 2) as well as chasing the high PR's. This looks more natural to Google. Anyway, todays PR0's could be tomorrows PR3 and 4 etc.... Best to build for longevity and sustainability.

I see it in a simple way. The bigger the authority the site has, the better.

Google puts more and more accent on authority so I think you should focus more on getting high quality links, it's harder and more rewarding.

On the flip side, today's PR 0's could be tomorrows 'bad link neighborhoods'.

I agree whole-heartedly on developing links for longevity. Sustainability however, is out of your control.

Think of this analogy, and I like analogies, a woman can rise in popularity with a simple breast implant. But how long will that popularity last before you get tired of looking at it?

There had better be some more substance behind that woman than looks. Looks are only skin deep. Sure she will hit the Top 100 on Maxim, but it is only a matter of time before 99 others come in and bump her out.

Sustainability comes with practice. Knowing what your target audience wants and catering to it.
