I have to pay a buck for a click until the performance of my ad will improve?

Hi everyone. I had my campaigns paused for a while because I redesigned my site.
I wanted to start them again but realized things doesn’t work quite the same as before.
Now I learned that keywords have minimum bids associated with them based on the Quality Score. All right, but when I enter a brand new keyword in an also newly created ad group how the hell Google determine that lets say: “dp review” will cost me minimum a dollar per click?
“Increase quality or bid $1.00 to activate.” Yes, but how the hell I will increase the quality of a newly created ad if they don’t even let me run it with the keywords on the bid price that I select. So will this mean that if I want to use the keyword “dp review” I have to pay a buck for a click until the performance of my ad will improve?

Any opinion will be appreciated, thanks Laszlo The printer supply guide.

write an ad that have "dp review" on it and direct to a landing page that has "dp review" keyword on it.

you can also reset the keyword quality score by deleting the keyword from your account and adding it again after some hours.
