Question No. 2 : Has RBI applied this Ruling other merchants also like MB, WebMoney, AlertPay ? It wont be applicable to any of them as none of them pays through NEFT ( Local bank transfer ). I hope this helps

Ofcourse they are charging 50 rupees. Even if you make a transfer of $10 that is 450 approx , 50 will be charged . In this case Both RBI and Paypal get benefited. We,Indian Paypal Users are ultimate losers.
But its gonna be implemented in few days or this week I guess as PayPal has already started updating their system. So, be ready for it.

Yeah, as long as PayPal is working you don't need to bother about paying through CC or any other means We all are waiting for the changes to come into effect from Apr, 1 2011 onwards ... fingers crossed!
