    Have you verified your paypal account ? If yes then there is no any limit for verified paypal account IMO.

    are you trying to withdraw huge money (there are some limits per day for both verified and non-verified account). Check your per day limit and withdraw within your limit. Like if your limit per day is $500 and you wish to withdraw $1000 then today withdraw $500 and tomorrow you can try withdrawing another $500.

    if something else, please let us know what you are trying to do and you are getting that message.
