These email lists for sale are a complete scam in and of themselves. There are people who run mass mailing operations (CAN SPAM compliant) but they are much, much more involved than you would ever expect. Sorry but I guess its back to the drawing board.
Buying mailing lists is a no no, because once the people you are "spamming" start to complain, you will get into a lot of trouble
I'am most say , if you have 50M of email listed , you will have around 750 mil people to your site! And that's is very amazing but is really that you have that list? Because i think that is a lot dude...

You guys realize that this thread is two years old , right ? And that it is next to impossible to get 50 M UV this way. Technically is doable but the list would have to be 4 GB in size and it would take almost 23.7 days to send the mails by continuously using a 1000 MBs dedicated line .
Unbelievable ! Nowadays no one opening promotion mails and visiting their urls. How you sent 200M mails? Which programme you used for that? If you send a lot of mails, definitely your ISP block you.
I've always been pretty iffy about purchased email list like that. Better and safer to build your own list.
