Is there a reason to do that ? If you are residing in Germany, you should sign up as a German Paypal account. India Paypal account is more restrictive compared to the German Paypal account which has no restrictions what so ever. You are supposed to sign up from the country you are residing otherwise it would be a violation of the Terms and Conditions. Just cancel it and sign up with your german details and be done with it. At least you do not need to worry about anything and also you have full access to your account.
Are you trying to do some fraud? If not, close the india account by logging through your ip and then open a new account with your germany address.

You'll get no problem whatsoever. At worst, you'll get a Paypal email asking telling you that somebody has access you account from somewhere else and not worry if it is yourself while on holiday stuff... I travel quite a lot with my laptop and get in my Paypal from hotel access and stuff....
Or u can ask ur any indian frend to login to ur account to verify and then transfer funds to ur german PP.
you can log in from everywhere, but I had some people not accept my payments when I went to Costa Rica and used my ¨San Diego Paypal account¨ from CR.
Even if you get it up, you will have trouble taking your money out because they will send you a check in your name to your indian address.
Simplest solution is to get a German PayPal account. Why don't you create one? It shouldn't be that difficult for you.
