    To stay safe from the penalty of Google is not it better to stay away from those purchased links? If you really want to spent, you can pay the amount to a good SEO service provider, who can work for natural link building. Getting too much amount of back links within shortest amount of time can only increase the possibility of being penalized.

    It's going to hurt, even if spread out over time..
    Don't think for one minute that Google doesn't have some kind of filter set that will trip when it detects a certain number of .gov and .edu backlinks and flags it for manual review.

    Google is penalizing for UNNATURAL linking patterns.
    It would take something remarkable for .edu and .gov sites to naturally link to you 5000 times.

    You'd better be chasing quality of quantity. Wise man says that a good PR1 backlink will outperform even 100 automated/spammy PR2 blog comment backlinks. I think it will be better if you guestpost/blogpost on other site that has related topic with yours, and put your link inside the post (known as blogpost).

    Buying more than 100 backlinks actually is not very good idea. Better optimize your content and refresh it often :)

    It will hurt your site definitely. Better get different type of links and get them phase by phase not at once.
    Google can easily detect how you are getting so much .edu,.gov backlinks and punish for it.

    Do it in a phased manner, diversify keywords and go for only related sites.
