Thank you for your interest in Google AdSense. After reviewing your
application, our specialists have found that it does not meet our
program criteria. Therefore, we are unable to accept you into our
    program.

We have certain policies in place that we believe will help ensure the
effectiveness of Google ads for our publishers as well as for our
advertisers. We review all publishers, and we reserve the right to
decline any application. As we grow, we may find that we are able to
expand our program to more web publishers with a wider variety of web
    content.

Please note that we may not be able to respond to inquiries regarding
the specific reasons for our decision. Thank you for your understanding.

    Sincerely,

    The Google AdSense Team

The simple way to get into adsense is to make a blog on blogger, post 3 posts (decent original articles on a subject you know) and submit to adsense with this site. This will get you aproved in max 24 hours.

PS: Do not use blogger option to submit to adsense, use the general submision from here.

I guess it must be an issue with the content on your site, they accept just about anyone normally.

Well, to be rejected 10 times means there is some issue with content. Maybe there is something thats against TOS. What kind of site is it?

Your website might contain conten which is not according to there "standards" means a website about ammunition and bullets is likely to be never accepted on the other hand a simple blog on blogger with 3-4 articles is likely to be accepted in a day or two,Google can do anything!:D

You have to have a reaaaalllly crappy website not to get approved for Adsense, or one that has content that violates the content standards (ie. adult - porn, swearing, etc). I was denied initially because I applied with an adult content site (dumb newbie that I was, didn't read the TOS LOL) and was approved shortly after using a website that had NOTHING but links to items I was selling on eBay, no other content whatsoever.. So if they approved that.. Pretty much anything goes, except for T&A

Always wondered why Google has this thing against adult content. Heaps of money in it (apparently)

They'd have lots of complaints from their advertisers if their ads were being shown on adult pages.

Best Way to get approved is by making a blog at
    www.blogger.com
    Code (markup):
Just make a few posts and there's no way you'l not be approved

I would have thought that's where owners of porn sites etc would want their ads to appear.
