as far as i know if you want to be perfectly legal you need to hire some kind of accountant when you do the raffle to certify that the selection is randomly made. (because you take money from people and you have no way to show them that it was not a scam, who would believe that you draw the winner randomly?) But seeing the small value, i guess it is ok.
